CONTEXT: Ezekiel was a prophet before the events of Lamentations came to pass. God warned the Israelites what would happen, Lamentations is an eyewitness account of the destruction of Jerusalem in 586B.C. which Ezekiel prophecies in this book. The Babylonians already have a "puppet king" in place over Jerusalem and are sending God's people into exile in batches. Ezekiel is in exile as he writes; a few years earlier Daniel and his friends had already been exiled.
